The partners of the SEED2SCALE consortium worked on the national strategies, and the Greek partners focused on the regional aspect of social innovation, as Greece already has a relevant National Strategy.
This report presents the co-design/construction methodology used and the meetings held, while the National Strategies and Action Plans for each Partner Country and the developed Regional Strategy and Action Plan for the Region of Thessaly (Greece), are included as Annexes.
The generic steps followed were:
- research (desk and field) about the status of SI sector and the national framework for social innovation (legal/regulatory, SI ecosystem, identification and mapping of stakeholders)
- analysis of resulting needs (findings: SWOT, problem tree, LFA)
- agreement on the vision of the strategy and challenges to be addressed by the national strategy, basic principles
- development of strategic aims and the specific objectives of the strategy
- identification and analysis of beneficiary groups
- drafting of indicative Action Plan for SI: proposed actions, timetable, budget, internal synergies
- description of proposed governance, monitoring and evaluation systems.
