SEEDing competences TO SCALE up social innovation ecosystems
The ambition of SEED2SCALE is to reach a more mature stage of the National Competence Centers for Social Innovation, where each of them can rely on a defined legal framework and has developed and implemented effective and shared governance and business models.
This process includes a deeper analysis of the contextual frameworks in each Country, as well as a constant dialogue with the ESF+ Managing Authorities and the ecosystems of innovation (including lower level of governance, the private for profit sector, the nonprofit sector, community-based groups, individual innovators).
The SEED2SCALE project is supported by the ESF+ Social Innovation + Initiative.
SEED2SCALE
aims to establish and activate 5 National Competence Centers for Social Innovation (NCCs) in the involved partner Countries: Croatia, Greece, Italy, Romania and Slovenia.

It builds on the legacy of the SEED project developed between 2021 and 2023 in 4 of the mentioned Member States (all except Croatia) where the blueprints for the Competence Centers were outlined in a co-design process involving not only the project partners, but also a wider ecosystem of stakeholders.
The partners work on mapping and exploring the social innovation (SI) ecosystem within the country. This includes producing a detailed analysis of the national SI ecosystem, which encompasses:
- Data on the institutional context.
- Insights into bottom-up initiatives across the country.
A National Advisory Board is established and signs the Croatian Social Innovation Partnership Agreement.
The partners conduct an analysis of the current regulatory, legal, economic, and social conditions through desk research and in-depth interviews with key actors in the extended ecosystem. These include line ministries, targeted local authorities, representatives of the social economy ecosystem, academia, civil society, and the private sector.
This process aims to trace and re-confirm the political willingness for developing a Competence Center by the end of the SEED project.
The partners focus on assessing the legal, economic, social, and political conditions relevant to the development of the Competence Center. This involves direct exchanges with the ESF+ Managing Authorities, along with various stakeholders from the public, private, and third sectors. Some of these stakeholders are already identified through the SEED project, while others are identified during the process.
The assessment is guided by existing research and studies, which help orient the work. The goal is to ensure that the design of the Competence Center, along with its structure and services, aligns with the actual needs and circumstances in which it operates.
The partners focus on enhancing collaboration and creating better working environments among the stakeholders involved in establishing the National Competence Center. This includes working closely with the National Advisory Board, which forms during the execution of the SEED project.
The evaluation pays particular attention to the policymaking sphere, aiming to identify the most effective strategies for securing sustained policy support for the Competence Center.
The partners focus on engaging directly with ESF+ Managing Authorities and a diverse range of stakeholders to assess the legal, economic, social, and political conditions.
The primary goal is to ensure the Competence Center aligns with actual needs, enabling it to function effectively within its specific context. The assessment also explores the policymaking sphere to identify the most effective strategies for securing long-term policy support.
